Installed complete systems for clients that were in need of a new energy saving Seer2 unit. Some of the systems were cooling , but just not keeping up with the heat during peak hours . I perform a heat load calculation and determined customers units were undersized, ductwork was also undersized and not enough inches of return. The area space in some areas were cooling and some areas in the home was not cooling. This can cause your electric bill to increase with issues stated. Ounce we made all the corrections with the correct tonnage, CFM'S, and the right amount of inches of return air the house started cooling and heating like winter and summer.
